Okay everyone, I have contacted Wendy's through their official Facebook Page and they have informed me this offer is valid at participating locations (whatever that means) and the prices before the discount vary by location too. I proceeded to contact 2 of my local Wendy's locations to ask about the deal and the price before the discount "Yes they are offering the $1.99 deal and the price before the discount is $3.49."

Ultimately, it would seem, the $1.99 4 pm. deal "should" be available at your location and the price is roughly $1+ savings but you should/can ask before you visit your location.

I hope this provides a little clarity. Trying to get specifics wasn't as easy as I had thought:/

Usually only grab fast food if we're running late, so 4:00 works + kid sized meals are really all I need or want.

Lol well...I do not know you personally but it could help anyone who would like to know they are available. Who eats dinner before 4 p.m. anyway? Yes, all locations (listed on Wendy's Official Twitter). I am not sure how much the kids meals were before but I will do the research and get back to you!

I sometimes order a kids meal when I am not in the mood to eat a big sandwich, fry and drink :) so this is a good deal to me. Thanks for sharing.

There is/was a $1.99 Kids meal deal that included a $10 Toys R Us Gift Certificate too. Maybe that was the deal you are referring to:)
