Q: For all Paypal users

I recently dicsovered a Paypal feature called Micropayments. They say if I sign up for it, I will see the saving on Paypal fees. The feature is designed for the merchants with low-value transactions (under $10). I wonder if anybody knows how it works and does it really save money like they claim?
