Q: Update: paypal issue - resolved.

Finally got through to a rep, and he mentioned to me, due to the new government regulations, they are required by law to be able to identify everyone with a most recent address -being I hadn't had one that I was there long enough to show on my record, my account had been limited, when I requested a paypal card.

He has this tool they use that they can verify the address for you without loading anything online for them, and that still didn't work, so, I asked him if I could just cancel the request, which he said would remove the limitation from my account, but, either way, I would still need to verify my address eventually.
As does everyone else.

Has anyone else come up with this issue of needing to provide proof of their address, social security number and identification card?

Any time you open a bank account you must provide identification, proof of address and social. Im pretty sure this started after 9-11. All you need is a piece of mail with your address, i.e. a phone bill.

And by the way they cant demand a drivers license as ID, that is a DMV document not a federal id. Just like you dont need to present it to a police officer upon request unless you are being detained for a traffic violation.

Hmm I never had to do all that, but then I've been at my address for quite awhile. All I had to do was verify my account---that process where they deposit a few pennies in two deposits and ask exactly how much was deposited.

I recently had PayPal sending requests for my social security number,obviously I didn't click the email link but went to the Paypal site independently and signed into my account,apparently if I don't supply the number my account would be limited but the limitations didn't stop me from transferring money or making purchases so for me it wasn't really a necessity to provide it.
