You'd definitely want to upgrade from Home Basic to Home Premium and upgrade from 1GB to at least 2GB (RAM is very easy to upgrade yourself though, so preferably upgrade it yourself after you get it for a much cheaper price from newegg), but otherwise this is a great deal.
I got a dual core with Premium, 2GB and Home Premium, plus a 22" for this same price in December.

Chip alone costs $220 at newegg, 24" monitors are usually at least $350 - awesome deal!
